Kyiv Hi-Tech Cluster (KHTC)
The cluster initiative has operated as a proto-cluster since 2021, and since March 2025 – as the Kyiv Hi-Tech Cluster, NGO.

The working agenda includes the Smart City/Smart Region projects:
- regional command and control centres, apps and remote equipment (public safety/security, street lighting, lightning protection, control of traffic, public transport and parking, management of city utilities: road maintenance, water and energy supply, waste management, green spaces etc., Sports and leisure)
- street lighting network monetisation (charging infrastructure service for electric vehicles from lighting networks, generation balancing service for charging electric cars, peak load management service, additional batteries and own green generation such as own “green” energy service for electric cars, etc.)
- rebuilding the public transport sector (financial stimulation of the development of public transport (part of excise taxes on fuel), compliance with green transition and other requirements of legislation and regulations at all levels. Localized production of the eco-bus fleet, financing of privileged passenger services, piloting of business and organization models in few (sub)regions e.g. within the territory of the Kropyvnytskyi program)
- school catering automation (offer variety & choice, empower students and their parents to choose and pre-order meals, based on their preferences and dietary restrictions, Online ordering and payment. Inclusion of local subsidies. The Kyiv Hi-Tech Cluster is one of the clusters in Ukraine helping SMEs advocate their interests while legislation changes by using the advocation capabilities of the Ukrainian Business Council and the Ukrainian Cluster Alliance.
